    WELCOME AND PRAYER – Sam
    APPROVAL OF PREVIOUS MEETING MINUTES - Vivian presented the meeting minutes from the previous session, held on November 20, 2025. Olandor asked for clarification on the 4% income and 3% expense growth rates used for budgeting. Matthew clarified, and no changes were necessary. ➢ VOTE to accept the minutes passed. Vivian will place them in TEAMS.
    WEBSITE SUB-GROUP – Sam reported that the sub-group has met to discuss, and he needs to provide information to developers for the first draft of the page.
    FINANCIAL REPORT:
    Financial Policies
    The Operating Reserves Policy draft was presented. The commission worked through the details Matthew presented and simplified the original proposal to maintain 100% of 3-6 months of the current year’s approved operating budget expenses as the reserve amount. The commission will review reserve levels monthly and the policy annually. Matthew will revise the proposed policy to reflect the commission’s changes. Vivian made the motion to present the policy as revised to the Connectional Council. Chris seconded it, and the policy passed unanimously to send to the Connectional Council.
    Contracts
    There is a need to address the fact that 806.2 allows commissions to create legally binding contracts with organizations. The concern is whether or not they can legally do so with individuals, as this seems to conflict with 806.1. This is based upon the notion that contracted individuals would be considered staff, legally, and would fall under the authority and accountability of the connectional operations officer. After a robust discussion, the creation of a contract policy was deferred until the December 18 meeting, which follows the next Connectional Council meeting, where it will also be addressed. The need will be to balance the need for proper oversight with the autonomy granted to the commissions in the BODD.
    Sam requested that Vivian add contract authority issues to the legislative log for discussion at our in-person meeting in January. Vivian requested that the commission members send their comments to her for assimilation for the next meeting.
    2026 Budget

    We are nearing completion of the 2026 Budget, and the discussion to be continued in the December 18 meeting.
    OTHER DEFERRED BUSINESS:
    1. Ministerial Training Fund recommendation to Connectional Council
    2. General Fund additions for 2025
    3. Bishop Auta’s request on behalf of the Grain Coast Conference for $78,000 for reimbursement of legal costs for court cases to reclaim property.
